What the Scale of Permanence Means
There's a misunderstanding about how to design a property for the long haul. Many of us start by drawing straight lines on a map based on where we want roads or fences for convenience, or what view we want from the house. The scale of permanence offers a different starting point. It asks us to order every decision by how easily that piece of the design can be changed.
Climate is nearly impossible to manipulate, though microclimates can shift a bit through careful work with evapotranspiration. Geography sits right there with it as one of the foundational layers. The point is to embrace what the land gives us and design in ways that complement those permanent features rather than fighting them. When we ignore this order, we create problems that show up later in erosion, water issues, or lower productivity.
The Roots of Keyline Design
Over 50 years ago, P.A. Yeomans developed what he called the Keyline Plan for agricultural land. His approach started with a clear sense of what soil is, how it forms naturally, and how we can develop it further through intelligent design. The scale of permanence became the framework for applying that understanding across the whole landscape.
For reasons tied to industrial agriculture, those ideas did not see wide acceptance. If they had, the countryside around us would look very different today. The core idea remains practical: begin with the elements that are hardest to change and work outward from there so the land can function more like a living system.
Layers of Permanence in Practice
Regrarians, developed by Darren Doherty, adopted Yeomans' work and expanded it so it applies in varied landscapes and contexts. The layers, ordered from most to least permanent, begin with climate and geography. Next come the infrastructure and development layers: water, access, forestry, buildings, fencing, and energy. Even though energy sits last in that list, it still belongs in the infrastructure group when you plan. After those come the management layers of soils and economy.
This sequence keeps us from making expensive mistakes. It forces us to consider the whole context before the first fence post goes in or the first road cut is made. Every situation is different, so the exact weight you give each layer will shift with your own ground, climate, and goals.
Roads as a Water Feature
A simple example shows how this thinking changes real decisions. Where do you put a road? Most of us treat that question as one of access or aesthetics. We forget that a road is also a water feature. When heavy rain hits, water races across it, cuts into the edges, or turns the surface into a slippery mess.
What changes if we design the road from the beginning to work with the flow of water? We can shape it to direct runoff where we want it, slow it down, and reduce erosion. The same principle applies to the placement of fencing and other infrastructure. Instead of forcing our preferences onto the land, we look for the natural patterns and align our work with them. Few of us get to start with a blank slate, but we can begin adjusting our approach on any piece of ground we manage.
What This Approach Delivers
When we design with the scale of permanence, the land becomes more resilient. Production can rise and carrying capacity can increase while animal health improves. The system adapts to make better use of the climate we have, which tends to smooth out the swings of wet and dry periods.
This does not mean every decision becomes easy or that one template fits all places. It does mean we stand a better chance of building a property that holds together over time instead of fighting its own contours and weather. The order of permanence simply gives us a clearer map for where to put our effort first.
